What do IELTS band scores mean?

A band score is not a percentage and not a pass mark. Each band is a short description of what a person can do with English, and the number is shorthand for that description.
The nine bands
IELTS.org publishes a description for each whole band. In short, they run like this.

Whole bands, half bands and the overall score
You receive a band for each of Listening, Reading, Writing and Speaking, plus an overall band. IELTS.org states that scores are reported in whole and half bands, and that the overall score is the average of the four section bands rounded to the nearest half band. Everything is out of 9.
The descriptions above are written for whole bands. A half band sits between two of them; how many bands IELTS has counts every score you can be given. The overall score answer shows how the average turns into a half band.
What the bands do not tell you
They do not say whether a score is enough. IELTS describes a level, and each organisation decides which level it needs. IELTS.org’s own guidance for organisations says English ability is not proof of a person’s overall academic capability, which is a reminder that the band is one piece of evidence and not a verdict. An overall 6.5 sits halfway between competent user and good user. It tells a reader that your English is usually effective, with some inaccuracies, and sometimes reaches the level described for band 7. It is a description of ability, not a pass or a fail.
